Six Reasons Renting Can Be Smarter Than Buying - Forbes

We tend to think of buying a home as a mandatory part of the American dream. But despite the constant messaging telling us to buy, homeownership may be overrated. A lot of people who shop for homes would actually be better off renting. 

We tend to overlook the historical factors that made homeownership so ubiquitous. Long ago, most families rented or (more rarely) built their homes. Since the New Deal era, the federal government has subsidized homeownership through loan guarantees and the mortgage interest deduction. This policy framework has greatly benefited the real estate industry, as well as millions of homeowners (particularly those who are already wealthy). But owning a home doesn’t make sense for everyone, and in some areas renting could be the smartest move.

(Full disclosure: I own my New York coop but I often wonder why—New York has great rental stock and regulated landlords.) 

Renters Don’t Pay For Repairs 

Here is one of the biggest joys of renting. When things go wrong, renters call the landlord. The stove breaks or the roof leaks—the landlord pays. The average annual cost of home repair and maintenance costs is typically something like 2-4% of the value of the home, and that doesn’t include thousands more in insurance and other costs.

What’s worse is that repair expenses don’t come in nice even charges. Depending on the nature of the repair, it can get quite costly in one year. Those tempted to skip maintenance are participating in the destruction of their own property.

Renters Get Nice Stuff Too Expensive For Owners 

One of the most wasteful aspects of American life is the existence of dead pieces of capital that many of us own but use only 5% of the time. The two-ton car parked in the garage, the dusty gym equipment, the in-ground pool, the pricey washer and dryer: these consumer durables sit unused because you alone own and operate them. (Some people rent out their unused automobile capital with Lyft and Uber, but you have to apply your own labor to that.)

Who can own a pool? Answer: far fewer people than can open a fraction of a pool! As it happens, we typically only use a fraction of a pool. Luxuries such as a gym or a luscious garden come standard at many apartment complexes. Owning a home often means owning deadweight capital. 

Renters Don’t Tie Up Their Money 

Another advantage is not having to put up a huge upfront cost like a down payment. Although renters often pay a security deposit and first and last month's rent, these costs are small in comparison to those made by owners. When purchasing a home with a mortgage, you're required to have a sizable down payment far more than the renter’s upfront costs. If you put down a chunk of money, say $50,000, towards a down payment to buy a home, that is your asset. That $50,000 could instead be earning high risk-adjusted returns on a low-fee investment—say a Vanguard mutual fund—which is a lot more liquid and a lot less expensive to manage than putting all those eggs in one basket. 

A note about prices: If the house you are looking to buy costs more than 20 times the annual rent the home could fetch, get the house may be overvalued. For example a $400,000 home should rent for $1,667 per month or more. If so, it is a good deal. This ratio is based on a price earning ratio of 20. In times of low interest rates the breakeven ratio can be higher, especially in areas with soaring home prices.

Renters Have More Bargaining Power at Work 

You need to be able to credibly leave a job to be well treated by employers. Mobile workers can move for a pay raise or to make a career move. Monopsony power is tied to low mobility and anchoring yourself to a place just gives that power to the employer.

Renters can also live in neighborhoods beyond their reach, whereas home owners stay with their socio-economic spheres. Renters can live virtually anywhere—a tiny apartment in Greenwich Village or a townhouse in Queens. Homeowners are more restricted to neighborhoods they can afford. 

Renters Have More Flexibility In Recessions 

Some of the worst-hit families in the Great Recession were those who lost their jobs and were stuck in their homes. It was even worse if you had to sell assets in your 401(k) at depressed values to pay a mortgage for a house that was underwater (that is, where the mortgage was more than what the house was worth).

By contrast, renters can move to a cheaper place without the hardship of selling assets or paying a mortgage in a recession. Landlords bear the risk of financial hardship, but they are usually more able to plan and capitalize losses. 

Renting Can Be Good For The Economy And The Climate 

Renting is better for the earth than buying, thanks to better-managed properties and the sharing of amenities and capital. Since landlords bear the risk of utility costs rising during the term of the lease, they have an incentive to keep costs low through better energy efficiency.

Rentals are also usually smaller than houses, which keeps down insurance and utility costs. That said, renters do pay some portion of insurance costs because they are folded into the rent, as are property taxes. (A side note: Some people might think that a benefit of renting versus owning is that renters don't pay property taxes. They do. Taxes are folded into the rent. There are good reasons to rent and not buy, but property tax is not one of them.)

The Bottom Line

Homeownership does have its merits, of course. Owning a home might be beneficial over the long run if the house price appreciates more than a diversified financial portfolio, or if people don’t have to move for their jobs or family, or if marriages last, or if neighborhoods and financial situations don’t change. 

Crucially, the housing market is often segmented, meaning rental stock can be of lower quality for the same carrying costs as homeownership—in that case, buying might make sense. Some people really like to improve their homes and renovate, while your landlord will only make “necessary repairs.” 

However, for those who want bargaining power at work, would like to avoid the hassles and financial uncertainty of homeownership, and don’t like owning so much durable consumer capital, renting might be a better option.

Intelligence Committee members can review impeachment report on Monday - CNN

The report is a chance for Democrats to make their case against the President after weeks of testimony and document collection and is expected to serve as the basis for articles of impeachment that the House Judiciary Committee will consider.
Lawmakers are expected to able to review the report on Monday evening, according to the sources. The committee has scheduled a business meeting on Tuesday to approve the report and transmit it to the Judiciary Committee ahead of that panel's first impeachment hearing on Wednesday.
House Intelligence Chairman Adam Schiff has said that his committee was expected to release the report soon after Thanksgiving that would summarize the panel's findings from its two-month investigation into Trump and Ukraine, in which a dozen witnesses testified publicly.
House Democrats' impeachment investigation is based on a whistleblower complaint from a US intelligence official about Trump's efforts to pressure Ukraine to investigate his political rivals, including former Vice President Joe Biden, a leading 2020 candidate. There is no evidence of wrongdoing by Biden.
Impeachment investigators have deposed 17 people -- most of them professional State Department diplomats, National Security Council experts and a Lieutenant Colonel in the US Army -- and conducted two weeks of public hearings with many of those same witnesses.
The White House and State Department have refused to comply with subpoenas. House Judiciary Chairman Jerrold Nadler, the New York Democrat who will oversee the next phase of the impeachment inquiry in hearings that begin next week, told the White House on Friday that it must give a definitive answer on whether it will participate by 5 p.m. on December 6.

In the fight against climate change, no one can stand on the sidelines - CNN

I think of my 9-year-old granddaughter. By the time she turns 20, she may be witness to climate change so profound that it pushes an additional 100 million people into poverty. By the time she turns 40, 140 million may become climate migrants — people forced to flee homes that are no longer safe or able to provide them with livelihoods. And if she lives to be 90, the planet may be 3 to 4 degrees hotter and barely livable.
Unless we act. We can avoid this bleak future, and we know what we have to do — reduce emissions, offset what cannot be reduced and adapt to new climate realities. No individual or institution can stand on the sidelines.

Reality check

Our efforts to reduce greenhouse gas emissions through various mitigation measures — phasing out fossil fuels, increasing energy efficiency, adopting renewable energy sources, improving land use and agricultural practices — continue to move forward, but the pace is too slow. We have to scale up and accelerate the transition to a low-carbon economy. At the same time, we must recognize that climate change is already happening and affecting the lives of millions of people. There are more frequent and more severe weather-related events — more droughts, more floods, more heat waves, more storms.
Ready or not, we are entering an age of adaptation. And we need to be smart about it. Adaptation is not a defeat, but rather a defense against what is already happening.
The right investments will deliver a "triple dividend" by averting future losses, spurring economic gains through innovation, and delivering social and environmental benefits to everyone, but particularly to those currently affected and most at risk. Updated building codes can ensure infrastructure and buildings are better able to withstand extreme events. Making agriculture more climate resilient means investing more money in research and development, which in turn opens the door to innovation, growth and healthier communities.
The IMF is stepping up its efforts to deal with climate risk. Our mission is to help our members build stronger economies and improve people's lives through sound monetary, fiscal and structural policies. We consider climate change a systemic risk to the macroeconomy and one in which the IMF is deeply involved through its research and policy advice.

Mitigation plus adaptation

On the mitigation side of the equation, this means intensifying our work on carbon pricing and helping governments craft roadmaps as they navigate their way from brown economies dependent on carbon to green ones that strive to be carbon free.
Carbon taxes are one of the most powerful and efficient tools at their disposal — the latest IMF analysis finds that large emitting countries need to introduce a carbon tax that rises quickly to $75 a ton in 2030, consistent with limiting global warming to two degrees Celsius or less.
But carbon taxes must be implemented in a careful and growth-friendly fashion. The key is to retool the tax system in fair, creative and efficient ways — not just add a new tax. A good example is Sweden, where low- and middle-income households received higher transfers and tax cuts to help offset higher energy costs following the introduction of a carbon tax.
This is a path others can follow, strategically directing part of the revenues that carbon taxes generate back to low-income households that can least afford to pay. With the revenues estimated at 1% to 3% of GDP, a portion could also go to support firms and households that choose green pathways.
While we continue to work to reduce carbon emissions, the increasing frequency of more extreme weather like hurricanes, droughts and floods is affecting people all across the world. Countries already vulnerable to natural disasters suffer the most, not only in terms of immediate loss of life, but also in long-lasting economic effects. In some countries, total economic losses exceed 200% of GDP — as when Hurricane Maria struck Dominica in 2017.
Our emergency lending facilities are designed to provide speedy assistance to low-income countries hit by disasters. But the IMF also works across various fronts on the adaptation side to help countries address climate-related challenges and be able to price risk and provide incentives for investment, including in new technologies.
We support resilience-building strategies, particularly in highly vulnerable countries to help them prepare for and rebound from disasters. And we contribute to building capacity within governments through training and technical assistance to better manage disaster risks and responses.
We work with other organizations to increase the impact of our climate work. One of our most important partnerships is with the World Bank, in particular on climate change policy assessments. Together, we take stock of countries' mitigation and adaption plans, risk management strategies and financing and point to gaps where those countries need investment, policy changes or help in building up their capacity to take the necessary action.

New frontiers

Moving forward, we must also be open to stepping in where and when our expertise can help, and there are other areas where we will be gearing up our work. For example, we will be working more closely with central banks, which, as guardians of both financial and price stability, are now adapting regulatory frameworks and practices to address the multifaceted risks posed by climate change.
Many central banks and other regulators are seeking ways to improve climate risk disclosure and classification standards, which will help financial institutions and investors better assess their climate-related exposures — and help regulators better gauge systemwide risks. The IMF is offering support by working with the Network of Central Banks and Supervisors for Greening the Financial System and other standard-setting bodies.
Central banks and regulators should also help banks, insurers and nonfinancial firms assess their own exposures to climate risk and develop climate-related "stress tests." Such tests can help identify the likely impact of a severe adverse climate-driven shock on the solvency of financial institutions and the stability of the financial system. The IMF will help push forward efforts around climate change stress testing, including through our own assessments of countries' financial sectors and economies. Careful calibration of stress testing for climate change will be needed, because such testing requires assessing the effects of shocks or policy actions that may have little historical precedent.
All these efforts will help ensure that more money will flow into low-carbon, climate-resilient investments. The rapid increase of green bonds is a positive trend, but much more is required to secure our future. It is that simple: We all need to intensify our efforts to work together to exchange knowledge and ideas, to formulate and implement policies and to finance the transition to the new climate economy. Our children and grandchildren are counting on us.
